City of York Council welcomes the new Access Scheme from TIER Mobility, who are offering half price TIER E-Cycle and E-Scooter travel for eligible residents, including job seekers.

The offer enables residents who have access to the following discount cards to receive 50% off their journeys on TIER E-Cycles or E-Scooters in York:

  • BlueLight Card
  • Jobcentre Plus Travel Discount card
  • National Bus Pass/Railcard for older people
  • National Buss Pass/Railcard for people with a disability

Resident feedback though schemes run by the council, such as E-Cycle Switch, have revealed that some older or less mobile residents have benefitted from access to Electric Bicycles. The electrically assisted pedal cycles can support those with less strength or fitness to cycle further and faster, with variable assistance levels.

So far, TIER E-Scooters and E-Cycles have been used by over 25,000 residents across the city, and the scheme hopes to encourage more hesitant residents to try it out and access York’s newest sustainable travel option.

Cllr Andy D’Agorne, Deputy Leader and Executive Member for Transport said;

“To help build a cleaner, greener city here in York, we are making sustainable travel options more attractive and affordable for our residents.

“Through the new Access Scheme with TIER, I hope residents who may have not yet tried out the E-Cycles or E-Scooters can be tempted to give it a go and make the most of more sustainable modes of transport on offer in the city.”

Jessica Hall, Regional Manager at TIER, said:

“Sustainable travel should be an option for everyone, and we are proud to deliver a scheme that helps ensure micro-mobility is an inclusive, accessible mode of transport for those who may struggle with the cost of transport.

“Our priority at TIER is getting people out of their cars, cutting carbon emissions, and transforming how people move around their cities, but micro-mobility has other benefits too – encouraging people to get outside, increasing wellbeing, and helping people who are less mobile to stay active.

“If we can support one extra person to use our e-scooters or e-bikes to get outside, switch to greener travel, or to travel to education or employment, then our access scheme will be worth it.”

Wendy Mangan - DWP Employer & Partnership Manager for York and North Yorkshire said;

“A Jobcentre Plus Travel Discount Card is free and gives cardholders a 50% discount with the majority of train providers and also with selected bus operators. Having a 50% discount for cardholders to use TIER E-Cycles and E-Scooters in York is now another option to assist eligible job seekers with their travel. Anyone currently unemployed and claiming benefits should contact their Work Coach or local Jobcentre for further information on eligibility for the Travel Discount Card and the application procedure. Going forward, we’ll work with the City of York Council to help job seekers make the best use of this offer for their travel needs” (*see criteria below)

*Job Centre Plus – travel discount cards criteria

The travel discount cards are open to the following Jobseekers:

  • Universal Credit claimants in the All Work Related Requirements group from 13 weeks to 39 weeks for ages 18 to 24 and from 13 weeks to 52 weeks for ages 25+
  • Universal Credit claimants not in the All Work Related Requirements group who are actively engaged with a Work Services Coach in returning to employment
  • JSA  Claimants from 13 weeks to 39 weeks for ages 18 to 24 and 13 weeks to 52 weeks for ages 25+
  • Employment Support Allowance and Income Support claimants who are actively engaged with a work coach in returning to employment

Also jobseekers must be genuinely using the travel discount card to look for work away from where they live – a travel discount card will be considered on request and is not automatically issued.
